Trust Land Management System

In April of 2001, ALL Consulting was contracted by the Montana Department of Natural Resources and Conservation (MDNRC) to develop a Trust Lands Management System (TLMS). The MDNRC is responsible for sustaining and improving the benefits derived from Montana's water, soil, and rangeland; managing the State of Montana's trust land resources to produce revenues for the trust beneficiaries; protecting Montana's natural resources from wildland fires through regulation and partnerships with federal, state, and local agencies; promoting the conservation of oil and gas and preventing their waste through regulation of exploration and production; and managing and assisting in the management of several grant and loan programs.

The purpose of the TLMS is to keep a current and historical inventory of Montana trust land; manage agreements, rights-of-ways, and easements; receive cash payments and distribute the payments to the appropriate trusts; and to facilitate retrieval of summary information across all trust lands business functions - including agriculture and grazing, special uses, forest management, and minerals management. The system was designed for use by approximately 150 users with potential access from approximately 500 MDNRC staff members as well as representatives from other state agencies. Further, the application was designed for use in both the main office in Helena and six (6) area offices that are assigned specific counties and can represent the Trust Land Management Division's land management and regulatory role. Statistically, the MDNRC manages approximately 5.1 million surface acres and holds a similar amount of mineral acreage.

Initial planning of the system called for a period of performance to build the system of three (3) years. ALL is currently on schedule to complete the system in approximately 18 months - half the time estimated by the MDNRC. ALL has been able to achieve this schedule reduction using a Client/Server development approach that takes advantage of Microsoft's SQL Server database with the user interface (or client) developed as a Microsoft Access Data Project (ADP). The system is fully-relational and normalized. Both administrative and technical functions are built using a data-driven approach to minimize long-term maintenance costs.
