All Consulting has accomplished several projects to support planning oil and gas development projects in the Powder River Basin, Williston Basin, Fort Worth Basin, Michigan Basin, and Anadarko Basin. Road and utility lay-out and design have been included as well as environmental resource surveys including threatened and endangered species and cultural resources.  Planning documents have included state impact analyses as well as federal Environmental Assessments, Plans of Development, and Water Management Plans. We have utilized our knowledge of the planning process to negotiate variances from federal, state, and municipal regulations. We have developed proprietary cost models as well as produced water management models to align management schedules tied to drilling and completion plans.  Â
Environmental and PermittingÂ

We have assisted in the successful certification of more than 300,000 barrels per month of production, successfully obtained permits for producers and injectors, provided expert witness support, successfully negotiated enforcement actions under a variety of environmental programs, have developed spill plans for more 200 facilities relating to more than 3,500 producing wells, permitted every class of injection well throughout the county, obtained both minor and major aquifer exemptions under the UIC program, and have experience through more than 1,000 surface discharge permits for clients throughout the United States. Â
Operations ManagementÂ
 ALL staff has preformed project management for operators in California, Texas, Oklahoma, and Michigan. Operations have included planning, locating, and drilling wells; supervision of surface facility construction, supervision of local field personnel, and designing workovers. Projects included natural gas wells, unconventional tight natural gas wells, oil wells, injection wells, and several secondary recovery projects.     Â
Water Resources and Produced Water Management
The issues of water supply, water quality, and watershed management are becoming increasingly intertwined as communities face mounting difficulties securing water resource needs for the future. ALL’s integrated project teams seek innovative, sustainable solutions that consider the totality of water resources planning and the institutional policies that affect their success. We look at drinking water, wastewater, flood control, and watershed protection not as separate parts but as an intertwined system.  Â
ALL has significant technical experience and capabilities in produced water management and water resource solutions. The U.S. Department of Energy has used ALL’s expertise on produced water to create several documents related to management and beneficial uses, impoundments and water quality studies. We have provided customize produced water management strategies that have suited the needs of various clients both federal and private.   Â
Underground InjectionÂ
ALL offers complete services related to state and federal Underground Injection Control (UIC) programs for all injection well types. ALL's experience includes siting and feasibility analysis; drilling and completion; testing and maintenance; stimulation and abandonment. ALL staff has completed large area permits for Class II injection wells, prepared both permits and permit modifications for Class I wells, authored a comprehensive manual on testing Class III salt solution mining wells for the Solution Mining Research Institute, and permitted and drilled both Class IV and V injection wells for a variety of projects.  Â
Enhanced Oil RecoveryÂ
CO2 enhanced oil recovery (EOR) involves injecting high pressure CO2 into an oil reservoir. The productivity of producing wells is enhanced and CO2 is stored in the oil reservoir. CO2 floods of oil reservoirs are performed after natural depletion (primary recovery) and normally after the reservoir have been flooded with injected water (secondary recovery). ALL’s staff has worked with operators to evaluate EOR practices and technology to design and conduct tertiary recovery projects. ALL staff members have performed detailed geologic reservoir characterization for secondary and tertiary projects. Additionally, ALL staff has conducted compositional modeling to evaluate alternatives for EOR including what could be considered “Next Generation EOR Techniquesâ€? for improved oil recovery.  Â
M&A Due DiligenceÂ
ALL provides merger and acquisition due diligence services for all manner of commercial real estate. A particular specialty is Phase I environmental site assessments of oil and gas producing properties. ALL’s oil and gas industry knowledgeable staff and operations experience provides a unique perspective from that of conventional environmental consulting firms. We view oil and gas producing properties as does a producer/operator, with a trained eye for separates potentially significant environmental concerns from de minimis conditions. One such recent project involved preparing environmental due diligence assessments on a large package of producing properties located in the Bighorn and Williston Basins of Montana, North Dakota and Wyoming. The acquisition, valued at approximately $810 million, represented a major transaction for our client. ALL mobilized an experienced project team and completed the project on time during sometimes challenging winter conditions. ALL was able to identify environmental liability demonstrations leading to an approximate $45 million negotiated reduction in purchase price. This savings covered the cost of due diligence by well over 300-fold.  Â
ALL also conducts production forecasts and reservoir analysis to assist in property evaluation. ALL engineers, geophysicists, and geologists have years of experience in petroleum exploration, exploitation, and reservoir studies. Our staff designs 2D & 3D seismic programs, detailed log analysis, reservoir mapping, reserves estimation, and geologic analysis of completion techniques.  Â

Our staff of experienced engineers, geologists, and scientists has supported federal, state, and local cases. We have testified to state boards and commissions concerning permitting and regulatory actions. We have supported incremental production tax incentive certifications and other federal tax incentive certifications.  Â
Pipelines and Processing  ALL has provided environmental, engineering and technical services on a variety of projects for the pipeline and processing industry, as well as regulatory interpretation on new PMSA legislation. We have worked for industry clients as well as conducted research for the federal government. Our experience provides our clients the full range of support from planning and permitting, through design and construction, to operations.
