Mr. Arthur serves ALL-LLC in a variety of roles including Senior IT Solutions Architect, Senior Applications Developer, Systems Administrator, Project Manager and IT Manager. He is experienced with a broad range of information technology platforms, systems, solutions and approaches.

Prior to joining ALL, Mr. Arthur was employed with a large international bankcard services firm. He assisted with the support, maintenance, and design of Informix databases, of which approximately 20 exceeded 40-80 GB in size and recorded thousands, or in some cases, hundreds of thousands, of transactions daily. His responsibilities also included coordinating department level Y2K compliance efforts and serving as the lead developer for numerous relational database projects, call center reporting initiatives and dynamic data driven web applications for a user base exceeding 1000 for some components and utilizing technologies such as Cold Fusion, Java, Crystal Reports, 4GL, C/C++ and Visual Basic.

Mr. Arthur serves as a lead developer supporting ALL-LLC's efforts related to the Risk Based Data Management System (RBDMS) projects and has been involved since 1997 with implementation and support for several states including Michigan, Ohio, Arkansas, Nebraska, North Dakota, Alabama, Kansas, Montana and Alaska. He is a lead developer of ALL-LLC's Production Forecasting and Economic Evaluation tool and Java Data Mining interface currently being used in Montana, Michigan, and Arkansas. He is a lead SQL Server database administrator supporting projects including optimization, security, replication, data transformation and reporting. He is the Senior Systems Architect and Senior Applications Developer for ALL-LLC's .NET initiatives including the ASP.NET web interface currently being used in Alaska and Nebraska. Mr. Arthur serves as the lead security analyst and systems administrator supporting projects involving systems such as Windows NT/2000/2003 Server, SQL Server 7/2000/2005, Terminal Services, IIS 4/5/6, JDesigner Pro (Java), Macromedia JRUN, Cold Fusion, .NET 1.0/1.1/2.0, Linux, Sendmail, MySQL, Apache 1.x/2.x and others.
