Charles McComas is a licensed professional chemical / environmental engineer with expertise in air quality permitting, environmental site assessments, bioremediation, landfill design and construction management, and process modeling for the oil and gas industries. Mr. McComas began his environmental career while in high school by working for his father’s environmental consulting company installing groundwater monitoring wells, and collecting soil and groundwater samples.  He attended the University of Tulsa where he earned degrees in Chemistry and Chemical Engineering  During his undergraduate and graduate studies, Mr. McComas worked on a part-time basis with A & M Engineering and Environmental Services, Inc., conducting environmental site investigations, groundwater monitoring, soil sampling, and assisting in the development of several site remedial action plans. After graduation, Mr. McComas joined the Tulsa Industrial Authority in 2000 as the Director of Industrial Redevelopment, serving as the Brownfield Program Manager to The City of Tulsa.  He later rejoined A & M Engineering and Environmental Services, Inc., where he conducted NEPA investigations, developed air quality management programs for several nationwide corporations, prepared hydraulic modeling studies for Corps of Engineers 404 permits, assisted with landfill design and construction projects, and assisted with development of site remedial action plans and their implementation. Since joining ALL Consulting, Mr. McComas has continued his involvement with air quality projects focusing primarily on air permitting and air dispersion modeling. He has prepared engineering cost estimates for site remediation and waste disposal, been a principle investigator on several Brownfields environmental site assessments, and has conducted safety training seminars at Ft. Polk in Louisiana. He is currently acting as Project Engineer on projects located in Montana, North Dakota, South Dakota, Wyoming, Texas, and Oklahoma.

Mr. McComas’ varied experience along with his chemical engineering background provides unique capabilities in a number of areas. Some of his recent accomplishments include:

  • Conducted Environmental Site Assessments for the City of Oklahoma City under their Brownfields program.
  • Reviewed waste management plan for petroleum contaminated waste composting facility.
  • Conducted air pollutant emissions modeling, process modeling, and prepared emission calculations for Title V air permitting purposes for oil and gas production facilities and a gas plant.
  • Reviewed CALPUFF air modeling results, acted as technical liaison during development of the Montana Statewide Oil and Gas Draft Supplement to Environmental Impact Statement, and wrote portions of the chapter discussing air quality impacts analysis, Air Quality Appendix - Part 2, and the Air Quality Technical Support Document.  

Mr. McComas has called Tulsa home since 1977.  To put himself through college, Mr. McComas worked as a paramedic in the Tulsa area for 7 years.  When he’s not contributing to the ALL team he enjoys camping, hunting, fishing, and playing guitar.
