This project was funded by a United States Department of Energy (DOE) office of Fossil Energy Grant under the National Energy Technology Laboratory (NETL) program. This study was conducted by ALL Consulting (ALL), and the Montana Board of Oil and Gas Conservation (MBOGC). The contractor's effort was overseen by NETL's, National Petroleum Technology Office located in Tulsa, Oklahoma. The National Petroleum Technology Office project manager for this effort was Mr. John Ford. The Department also wishes to extend its appreciation to those companies operating in the Powder River basins, and staff of Bureau of Land Management in Miles City and Buffalo, and the Montana and Wyoming State agencies that provided the technical input and assistance that enable DOE to improve the scope and quality of the analysis.
