Alaska Internet Based Oil and Gas Data Access System

The project was provided for the state of Alaska's Oil and Gas Conservation Commission (AOGCC). AOGCC manages the State of Alaska's oil and gas resources to track and produce oil and gas data for the state while considering environmental factors and protecting the environment for future project considerations of the land.

The AOGCC uses an internal application developed by ALL to manage data and information maintained by the commission. The program accounts for well tracking, compliance, well completion details, production accounting, as well as, other well statistics and well diagrams through a GIS navigation front-end. While this application is used by the AOGCC internally, the data has value to the public sector to stream-line evaluations of project areas, track production, view commission orders and access other public information without engaging commission personnel.

The new system allows public access to the data through a dotNet application delivered through the Internet using data from the internal data management system. This application houses the functionally and features of several separate systems into one application that requires no downloads from the server, thus making access to the system browser independent and ISP independent. This system has been optimized to allow access from dial-up users to experience a rapid access, as well as, serving those users that are connected via a broadband connection. Highlights of the Internet application include:

1. Detailed well information including name, API number, permit to drill number, location, status, depth, etc.
2. GIS navigation to select a well or group of wells to receive data on surface locations, bottom hole locations, well tracks, pipeline, etc.
3. Production data for individual wells, pools or by operator
4. Coal Bed Natural Gas well data.
5. Underground Injection Control data for individual wells.
6. Lease information for leases affected by individual wells.
7. Statistics on well permitting and well completions
8. Commission Orders
9. Other reference data including lists of operating companies, geologic markers, fields and pools.

In addition to these functions, the system works as a management information system that allows the public to access data through custom queries and reports by downloading the data either by printing or saving the file. The downloaded file can be saved in either text or in MS Excel format.
